The Ministry of Civil Service and Administrative Development recently implemented a package of development projects and programs aimed at administrative reform and institutional building. This initiative aligns with the government's broader goals of change and development.

Since the announcement of the radical change by the leader of the revolution, Sayyed Abdulmalik al-Houthi, the Ministry of civil service has taken the lead in implementing the leadership's directives by correcting the state institutions, administrative and institutional reform, and rearranging the regulations and organizational structures organizing their work to ensure improved performance and services, simplify procedures and alleviate the suffering of citizens in various fields of life.

A report issued by the Ministry of civil service highlighted the most prominent activities and achievements achieved during 100 a day of the government of change and construction in its relentless quest to advance the administrative, institutional and service reality.

Diagnosis of the current situation

The report listed a number of development activities completed within several axes, starting from diagnosing the current situation through assessing the reality of performance in the ministry, preparing realistic chronic action plans accordingly, starting implementation according to priorities, enhancing the ability to implement, follow-up and evaluation of plans, which include a qualitative performance plan, an annual performance plan and an exceptional emergency plan, and identifying the most important projects for urgent priorities identified by the leadership and start implementing them.

In the same framework, an open day was also implemented for the ministry's leadership to receive, listen to and redress citizens by preparing and implementing a daily schedule all days of the week for the ministry's leadership at The Citizen Service office to receive citizens directly and decide on their requests and complaints, in addition to activating and promoting a campaign for each working day, following up on completed or unfinished transactions on a daily basis and completing more than two thousand overdue transactions through the electronic window and the Citizen Service System at the ministry.

As well as the start of the construction of a model building for Citizen Service in the ministry and the establishment and development of Citizen Service offices in public service units, where بالمائة percent of the guideline for the establishment and development of those offices has been completed.

The ministry sought to improve the quality of government services through a number of tasks and procedures, including the preparation of a document containing the standards for the digital transformation of government services with the Ministry of communications, the completion of ٣٠ percent of the development of a system for receiving complaints and feedback from citizens about the services provided to them by the units, and the development of a variety of channels to provide services through the unified electronic window system related to human resources in public service units.

Reform of institutional performance and attention to official time

The report reviewed the achievements in the aspect of institutional integration through the preparation of requirements for the implementation of the merger and modernization of organizational structures in the public service units, the implementation of the merger of the former Supreme Council for Humanitarian Affairs, the ministries of foreign affairs and Social Affairs, the management and implementation of the first stage of the merger of the components of the prime minister's office, correcting the dysfunctions in the data of employees of the state administrative apparatus and work on activating the fingerprint and image system, studying retirement cases and proposing appropriate procedures for them.

Within this framework, the development of the electronic Retirement System has been started, 20% of the development work has been completed, a review and development of the study on adult cases to retire until 2025 and propose appropriate options for them, as well as preparing a study to complete the referral of six thousand and 315 retirees who received all their rights, and preparing a study to complete the referral of 12 thousand and 96 retirees if some of their rights are met.

Also, all cases of imbalances were classified in the ministry's central database and an executive Matrix was prepared to address them, and all public service units were addressed quickly to complete networking with the Ministry, prepare controls and procedures for organizing the payment of salaries (half of the salary) and reflect the updated data of six new units to the payroll system with a number of thousand and employees, and sort the order of more than 72 thousand job files in preparation for entering them into the electronic archiving system.

According to the report, control over discipline and commitment to the working hours of leaders and employees of Public Service units has been activated on a daily basis, centrally and locally through the mechanism of filing and receiving daily reports, controlling and rationalizing financial expenditures in the ministry and forming a joint committee with the Ministry of finance to review the mechanism of disbursement and approval of incentives and bonuses in public service units and propose the appropriate mechanism to control and address imbalances in them.

Completing the computerization (automation) of the ministry's works and services

The report monitored a number of achievements of the ministry with regard to completing the computerization (automation) of works and services, most notably the completion of the construction and development of the Unified Human Resources System, training an employee from human resources units to use it and carrying out a field trip to a Public Service Unit to view the operation of the system.

In the context, the ministry worked on the construction of new electronic systems, the development of existing systems, the preparation of user manuals for a number of systems, the construction and development of the electronic archiving system in the ministry, the preparation of job discipline applications, the competency platform and the activation of the self-service application.

Attention to training and qualification

In
the aspect of training and rehabilitation, the ministry worked on the development of training and rehabilitation policies and system in administrative units and was able to complete percent of the system of rules and foundations of training in public service units, and the completion of 40 percent of the procedures for establishing a national electronic training platform.

In addition to preparing training programs to build the capacities of Central and local administrative leaders and employees of the ministry, completing training on the draft functional code of Conduct for the remaining administrative units, preparing the training program for the services development project and simplifying procedures in the governorates, and updating and developing short training programs at the National Institute of Administrative Sciences that serve the public function.

Cooperation and coordination with public service units

According to the report, the ministry was keen to strengthen coordination and cooperation with public service units to exchange data, control dysfunctions and develop services by holding meetings and signing joint minutes between them and a number of ministries and public units in a number of aspects, including networking, completing projects to simplify, computerize and automate procedures, completing service manuals for them and studying and reviewing temporary interruptions of educators and employees of the state administrative apparatus.

In this regard, a joint mechanism has been set up with the Ministry of finance to control the problem of job inflation resulting from the continuation of contract employment contrary to the law in the units of the administrative apparatus and an agreement with the Ministry of finance to link the exchange to the economic units through the abstracts issued by the unified salary disclosure system at the Ministry of civil service and address companies and institutions refraining from applying the unified salary disclosure system by completing networking with the central database and updating the data and correcting imbalances therein.

Difficulties and obstacles:

The report drew attention to the main difficulties and obstacles facing the ministry in the implementation of its tasks, including the poor response of some units to reforms and development projects, the continued inability of some independent units to link with the civil service system, and the weak capabilities of a number of administrative leaders and employees of the ministry.

Recommendations and solutions:

The report concluded with a number of general recommendations and proposals to ensure the improvement of the performance level and accelerate the implementation of the planned tasks and goals, including: obliging all units to keep up with the reform and development projects and link to the unified systems in the Ministry (Resources, unified salary statement), completing the integration work according to the approved mechanism and finding successful remedies to resist change and overcome some obstacles, building the capabilities of the ministry's leaders and employees, providing the required equipment for the fingerprint, image and matching system, increasing the operational expenses for development work in the ministry, and obliging the ministries of Defense and interior to complete the fingerprint and image of those who remain and new appointees.

The minister of civil service and Administrative Development, Dr. Khaled al-Hawali, pointed out that one of the most important criteria for success at this stage is systematic and planned work in order to win the BET and challenge in the process of building and reliable administrative and institutional development to make a qualitative shift and transformation in management and performance in all institutions, organs and interests of the state to an important and vital goal of "serving the citizen" in a better way and level.

He stressed that since assuming responsibility, the leadership of the ministry has been keen to continue the implementation of plans and projects initiated by its predecessor, and to work in many ways in line with the directives of the leadership and the government, and the requirements of the stage, which requires the joining of all efforts and mobilizing determination and energies and sense of responsibility towards improving, developing and enhancing the efficiency of performance in all sectors and units to contribute to making a tangible qualitative leap in the administrative sector..

For his part, Deputy Minister of civil service Anas Sufyan explained that these achievements represent an actual translation and a real embodiment of the ministry's goals in developing the organizational structure of the state administrative apparatus in accordance with modern trends, updating the system of legislation, systems and regulations for the performance of state organs and facilities, constantly developing them, and adjusting the procedures for attracting human resources in accordance with the principles of equal opportunities, merit and transparency.

He pointed out that the use of information technology is of great importance in the course of institutional reconstruction, modernization and administrative reform sought by the ministry because it provides speed in performance, accuracy in information, speed and ease in data exchange and shorten procedures and contributes to reducing administrative and financial imbalances and the development of services.
